Overview
The Operations Manager will lead the day-to-day delivery of traffic management operations, ensuring all work is carried out safely, efficiently, and in full compliance with industry standards and client requirements.
This is a key leadership role responsible for coordinating people, resources, planning, and performance across operational activities. The successful candidate will play a central part in driving service excellence, maintaining compliance, and supporting the continued growth and profitability of the business.
Key Responsibilities
- Lead the daily management of traffic management operations, ensuring all works are delivered safely, on time, and to specification.
- Plan and coordinate works in line with client requirements, permits, and programme deadlines.
- Monitor operational performance, including KPIs, job completion, and resource utilisation, and drive improvements where needed.
- Manage traffic management crews, supervisors, and subcontractors to ensure effective service delivery.
- Ensure all operatives hold the required qualifications and certifications, including NRSWA, 12AB, and 12D M1–M6 where applicable.
- Plan rotas, shifts, and on-call cover, while monitoring working hours, fatigue, and rest periods in line with legislation.
- Support recruitment, onboarding, training, and ongoing development of operational staff.
- Carry out performance management and address underperformance where necessary.
- Ensure full compliance with health and safety legislation, Chapter 8, the Safety at Street Works and Road Works Code of Practice, and permit scheme requirements.
- Review and approve RAMS, investigate incidents, near misses, and complaints, and ensure corrective actions are implemented.
- Support budget management, job profitability, cost control, and efficient use of labour, plant, materials, and equipment.
- Liaise with clients, local authorities, and internal teams to coordinate works, maintain strong service levels, and ensure accurate submission of permits and documentation.
Qualifications
- Proven experience in traffic management operations or a similar field-based operations leadership role.
- Strong knowledge of Chapter 8, NRSWA, and 12AB / 12D requirements.
- Experience with street works permitting systems and local authority processes.
- Demonstrable experience managing teams, rotas, and operational logistics.
- Strong health and safety knowledge with a clear commitment to compliance.
- Commercial awareness with the ability to manage resources and control costs effectively.
- Excellent organisation, communication, and leadership skills.
- Ability to work in a fast-paced, reactive environment and manage multiple priorities.
