Engineering Manager

Role Overview

We are seeking an Engineering Manager to join a house builder in West Yorkshire. The Engineering Manager will oversee all pre-construction and construction engineering functions, ensuring technical excellence, cost-efficiency, and compliance across infrastructure, utilities, and groundworks. You will be a key liaison between planning, design consultants, contractors, and site teams.

Key Responsibilities

  • Manage external engineering consultants, ensuring deliverables are issued on time, to scope, and within budget.
  • Contribute to land appraisals by providing technical input on constraints, abnormal costs, and engineering solutions.
  • Undertake value engineering reviews of infrastructure and engineering designs to identify cost-saving opportunities without compromising quality or compliance.
  • Work collaboratively with the wider team on the technical viability of new and existing sites.
  • Review and approve civil engineering designs, including road, drainage, levels, and external works.
  • Monitor and manage technical risks, including ground conditions and abnormal costs.
  • Apply for and manage new and existing utility connections (gas, water, electricity, telecoms) across all development sites.
  • Liaise with utility providers, consultants, and internal stakeholders to ensure timely delivery and coordination of services.
  • Manage all aspects of Section 38 (Highways Adoption), Section 278 (Works to Existing Highways), and Section 104 (Sewer Adoption) Agreements.
  • Coordinate with local authorities, legal teams, and consultants to ensure timely approval, execution, and adoption of infrastructure.
  • Track progress of technical approvals and ensure all conditions are met for sign-off and bond release.
  • Support site teams with technical queries and engineering solutions

 

Key Skills & Experience

  • Degree in Civil Engineering or related discipline.
  • Minimum of 5 years’ experience with a national/regional residential housebuilder.
  • Knowledge of UK building regulations, NHBC standards, and statutory agreements (S38, S278, S104).
  • Proficient in AutoCAD and some familiarity with Micro Drainage (or Causeway Flow), and 3D ground modelling software.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Ability to lead external consultants and work collaboratively across teams
